Follow up by asking how they test and make sure your site works on all devices, and is optimized for phones. If they can answer sufficiently and put you at ease, it is a good sign.

If you are working on  time frame, ask the designer how long until your site will launch? Make sure to lock them into some sort of time frame so that you know when you can expect to have a site, and that they are committed to getting it done.
